Product Line Items on Quote - Quantity defaults to zero

When anything other than a product (eg. Format: insert header, insert break) is added to the product line in a quote, the quantity ordered column defaults to zero and it cannot be removed. When we convert the list to a Quote PDF, the zero pulls through to the finished quote.
